Fireworks add excitement to Bonfire Night, New Year, Diwali, weddings and private events - but using them legally and safely requires a clear understanding of the rules. In the UK, fireworks are divided into distinct categories based on their hazard level, intended location of use and minimum safety distance. The law sets strict age limits on who can buy each category, and only certain types are available to the general public.

This guide covers the current UK fireworks categories and laws in plain terms - so whether you are buying for a garden display or planning something larger, you know exactly where you stand before you order.

How fireworks are categorised in the UK

Fireworks sold in the UK are classified under a system using the letter "F" followed by a number from 1 to 4. Categories F1, F2 and F3 are available to consumers in shops and online. Category F4 is reserved exclusively for trained professional display operators. The classification determines the minimum age to purchase, the minimum safety distance required, and where the product can legally be used.

The two categories most buyers need to understand: F2 and F3

F2 - garden fireworks, 5 metre safety distance

F2 is the most common category sold in supermarkets and specialist retailers. These are adult fireworks requiring a minimum age of 18 and a 5 metre safety distance between the firing point and spectators, buildings and trees. They are designed for domestic garden use and include standard rockets, cakes, Roman candles and combination packs.

F2 fireworks are suitable for most garden displays - the 5 metre requirement is achievable in the majority of UK back gardens. Always measure your available space before buying and check the specific safety distance printed on each product, as some F2 items may have slightly greater requirements than the category minimum.

F3 - display fireworks, 25 metre safety distance

F3 fireworks are also adult products requiring buyers to be 18 or over, but they are larger, more powerful and require a minimum 25 metre safety distance. This category includes the most impactful consumer fireworks legally available - large compound fireworks, high-shot barrages, and 1.3G rockets with payloads delivering sky-filling aerial bursts.

F3 fireworks are not suitable for most domestic gardens - 25 metres of clear space is a legal requirement, not a guideline. They are the right choice for open fields, large private estates, community events and display-scale shows. Age restrictions for buying and using fireworks

The law in England and Wales sets clear age limits for purchasing and possessing fireworks. Anyone aged 18 or over can buy, carry and use F1, F2 and F3 fireworks. People aged 16 and 17 may only purchase F1 fireworks such as party poppers and some sparklers. It is against the law for any adult to buy, sell or give F2 or F3 fireworks to anyone under 18. Police have the power to confiscate fireworks from anyone under 18 found in possession of them in a public place.

Retailers are required to verify age at the point of sale. When buying online, proof of age will be required as part of the checkout or delivery process. Do not attempt to purchase fireworks on behalf of someone under 18 - proxy purchasing is a criminal offence.

Safety distances and where you can use fireworks

Choosing the right category depends entirely on the space you have available. F2 fireworks require 5 metres of clear space between the firing point and spectators, buildings and trees - achievable in most UK gardens. F3 fireworks require 25 metres - a legal requirement that rules them out for the majority of domestic settings.

The law does not ban the use of fireworks in private gardens, but you must not endanger people or property, and you must not cause a statutory nuisance to neighbours. Fireworks cannot be set off in public places - streets, parks and other public land - without a licence from the relevant authority. The standard UK curfew prohibits fireworks between 11pm and 7am, with extensions to midnight on Bonfire Night and 1am on New Year's Eve, Diwali and Chinese New Year.

Always check the safety distance printed on the individual product packaging - some products within a category may exceed the category minimum. Never estimate space by eye; measure it before the night of your display.

Category F4 - professional fireworks and display operators

Category F4 fireworks are not available to the general public. They can only be purchased and used by trained, licensed operators for large public or commercial displays. These products pose the highest hazard and are subject to strict regulations under the Fireworks Regulations 2004. If you are organising a public event, you must employ a competent professional who holds the necessary licence and insurance.

Even for consumer F2 and F3 displays, understanding how to fire safely, build a sequence and manage a display site makes a significant difference to both safety and the quality of the show. Many private buyers and event organisers who want to run their own F3-level displays choose to take a formal training course before doing so.

The Firework Code - key rules for every display

Regardless of category, the same fundamental safety rules apply to every fireworks display. Read all instructions before the night - not in the dark on the evening itself. Keep a bucket of water or sand and a fire extinguisher on hand throughout. Never return to a firework once lit. Secure every product firmly in the ground before lighting, and ensure all spectators are at or beyond the safety distance stated on the packaging.

Check overhead clearance is free of trees, cables and structures before firing any aerial product. Never aim fireworks at people, animals or buildings. Store unused fireworks in a closed metal box away from the firing area, and dispose of spent fireworks safely by soaking them in water before putting them in the bin.
